El Paso Electric’s Texas Business Solar program gives businesses access to solar energy without installing panels on their property. This voluntary program allows businesses to subscribe to energy generated from our dedicated solar facility, helping them reduce their carbon footprint while maintaining reliable power.

The Texas Business Solar Program is for Texas commercial customers only on Schedule 24 General Service Rate, Schedule 25 Large Power Service Rate, or Schedule 41 City and County Service Rate. Subscriptions will be filled on a first come, first served basis by submitting a complete enrollment form. Due to limited availability, enrollment does not guarantee your participation, and acceptance into the program will be subject to verification by El Paso Electric. You will be notified of program enrollment prior to your first Texas Business Solar Program billing. If enrollment requests exceed availability, you will be notified and automatically added to a waiting list.

Program Milestones

Q2 2023 – Regulatory approval filed with the Public Utility Commission of Texas (PUCT).
Q2 2024 – Construction began in East El Paso County and will have 338,668 solar panels installed at completion! 
Q1 2025 – Program approved on January 16, 2025.
Q2 2025 – Enrollment opens April 22, 2025 (Earth Day!).
Q4 2025 – Your business can be powered by solar!

Texas Business Solar Program is a voluntary subscription solar program designed for El Paso Electric’s Texas commercial, educational, and non-military governmental customers.

Commercial customers located in El Paso Electric’s Texas service territory that do not have distributed generation and take service under Retail Schedules 24, 25, or 41 (non-Military).

Customers enrolled into the program by Aug. 29, 2025 should see the impact on their bills beginning October 1, 2025.

When subscribing to Texas Business Solar, your business will be serviced with solar energy directly from our solar facilities. This means that you are reducing your carbon footprint. Additionally, if entering into a multi-year contract, you are able to claim your Renewable Energy Credits (RECs).

There are no installations to be performed when you subscribe to the program. No. This program is a subscription program that enables you to receive the solar energy directly to your premise. However, El Paso Electric owns and operates the solar facilities that generate this solar energy.

The service agreement and tariff documents are documents that were approved by the Public Utility Commission of Texas (PUCT) in the filing to approve this program via Docket Number 55176, and as such cannot be modified by the customer.

The program is not intended to be a savings program. Though there are solar generation credits and fuel credits provided to subscribers of the program, these credits are dependent on the production of the solar facilities and the subscription amount from the customer. There is variability in the production of solar energy, which is impacted by factors such as cloud coverage or the amount of hours the sun is shining for.
