El Paso Electric’s Texas Business Solar program gives businesses access to solar energy without installing panels on their property. This voluntary program allows businesses to subscribe to energy generated from our dedicated solar facility, helping them reduce their carbon footprint while maintaining reliable power.
The Texas Business Solar Program is for Texas commercial customers only on Schedule 24 General Service Rate, Schedule 25 Large Power Service Rate, or Schedule 41 City and County Service Rate. Subscriptions will be filled on a first come, first served basis by submitting a complete enrollment form. Due to limited availability, enrollment does not guarantee your participation, and acceptance into the program will be subject to verification by El Paso Electric. You will be notified of program enrollment prior to your first Texas Business Solar Program billing. If enrollment requests exceed availability, you will be notified and automatically added to a waiting list.

Program Milestones
Q2 2023 – Regulatory approval filed with the Public Utility Commission of Texas (PUCT).
Q2 2024 – Construction began in East El Paso County and will have 338,668 solar panels installed at completion!
Q1 2025 – Program approved on January 16, 2025.
Q2 2025 – Enrollment opens April 22, 2025 (Earth Day!).

Texas Business Solar Program is a voluntary subscription solar program designed for El Paso Electric’s Texas commercial, educational, and non-military governmental customers.
Accounts in EPE’s Texas service territory that do not have distributed generation and take service under Retail Schedules: 24, 25, or 41 (non-Military).
The only way a customer can apply to the program is by completing their enrollment form on EPE’s website. You can point customers to www.epelectric.com/BusinessSolar. They will navigate to the Texas Business Solar option by clicking the “Learn More” button. Once on this page, the Customer will click the “Enroll Now” button. This will open the enrollment form that they must complete. Customers must complete an enrollment form for each service account they want to subscribe to the program.
Yes. Once submitted, the Customer will receive a confirmation message on their screen as well as an email confirming their application was received and they will be notified of their status within 5 business days.

Customers can designate the “I do not know how many blocks. Please contact me.” option in the enrollment form. Once the enrollment form is reviewed for completion, an email will be sent to the Customer providing the maximum number of blocks their account is eligible for subscription. This enables the Customer to make the decision on how much capacity to subscribe to.
Customers will be notified via email (the email address they submitted in the enrollment form) by the Business Solar team whether they have been approved, denied, or waitlisted to the program within five (5) business days of receiving their application.
- If approved, an email with the maximum eligible capacity and a service agreement will be sent to them to be completed, signed. A service agreement is necessary for each account to be subscribed and must be returned to BusinessSolar@epelectric.com to complete their enrollment;
- If waitlisted, the Business Solar team will notify the customer once capacity is available;
- If denied, the customer will receive an explanation in this email stating why their application was denied. Examples of denied applications are due to not being in rate classes T-24, T-25, or T-41, they are a New Mexico customer, or they have Distributive Generation/Renewable tariff on their account.
Customers enter into a service agreement with EPE which will state the subscribed renewable capacity. The Customer’s monthly bill will also reflect the amount (kW) of renewable energy production that is allocated to the Customer and is used to calculate the monthly charges and credits for the program subscription.

No individual customer’s subscription may not exceed 50% of the capacity of the solar facility; max subscription is 25 MW.
Not at this time, but EPE is working on storage options for the program.
One month after Felina, or Texas Solar One, is in commercial operation. Currently, the Commercial Operation Date is scheduled for August 29, 2025. This would mean that bills for customers enrolled into the program should see the impact on their bills beginning October 1, 2025.
Inform them that this Business Solar Program is currently not available in New Mexico. Invite them to stay tuned for any future updates or announcements regarding availability in their area.

When subscribing to Texas Business Solar, your business will be serviced with solar energy directly from our solar facilities. This means that you are reducing your carbon footprint. Additionally, if entering into a multi-year contract, you are able to claim your Renewable Energy Credits (RECs).
There are no installations to be performed when you subscribe to the program. El Paso Electric’s Texas Business Solar program gives businesses access to solar energy without installing panels on their property. This voluntary program allows businesses to subscribe to energy generated from our dedicated solar facility, helping them reduce their carbon footprint while maintaining reliable power.
No. This program is a subscription program that enables you to receive the solar energy directly to your premise. However, El Paso Electric owns and operates the solar facilities that generate this solar energy.
The service agreement and tariff documents are documents that were approved by the Public Utility Commission of Texas (PUCT) in the filing to approve this program via Docket Number 55176, and as such cannot be modified by the customer.
The program is not intended to be a savings program. Though there are solar generation credits and fuel credits provided to subscribers of the program, these credits are dependent on the production of the solar facilities and the subscription amount from the customer. There is variability in the production of solar energy, which is impacted by factors such as cloud coverage or the amount of hours the sun is shining for.
