2019 Request for Proposals for Renewable Energy for New Mexico

Compliance with New Mexico's Senate Bill 489 or the Energy Transition Act

 For Bidder review and reference, below is the hyperlink to the final version of the recently signed New Mexico Senate Bill 489 ("SB 489") which amends the New Mexico Renewable Energy Act.

SB 489 requires all utilities that provide electric service to New Mexico to supply 20% of their retail energy sales with renewable energy by 2020. In response to SB 489, El Paso Electric ("EPE") today released its 2019 Request for Proposal for Renewable Energy for New Mexico ("2019 RFP").

Through this 2019 RFP, EPE plans to obtain cost effective and reliable renewable electric resources to comply with the New Mexico Renewable Portfolio Standard requirements starting in 2020. Only proposals for renewable energy that is delivered to EPE and assigned to EPE's New Mexico retail customers are eligible for this 2019 RFP. This 2019 RFP is only open to renewable energy resources as defined by the SB 489.

Any procurement resulting from this 2019 RFP is subject to approval by EPE's Board of Directors and the New Mexico Public Regulation Commission.

There is a discrepancy between the date in Attachment 9.1 Notice of Intent to Bid and Sections 3.0 Schedule and 3.4 Notice of Intent to Bid Due Date in the RFP solicitation. The correct due date for submission of the Notice of Intent to Bid is Friday, June 28, 2019.

THREE KEY CHANGES TO RFP, FORMAT AND SCHEDULE, (as of July 11, 2019)

1. The Proposal Submittal deadline was extended.The new Proposal Submittal deadline is now Wednesday, August 28, 2019 by end of business, Mountain Daylight Time.Therefore, the RFP process, i.e., evaluation and selection, will now be based on a single-stage pricing process whereas, there will be NO opportunity to submit Best and Final bid(s).

2. The NOI deadline was extended. The new deadline to submit a NOI is now Monday, July 29, 2019 by midnight, Mountain Daylight Time.

3. The Notice of Conatract Award date was extended. The new Notice of Conatract Award date is nowWednesday, October 30, 2019.

The 2019 RFP Excel Input Templates workbook was posted on August 7, 2019. All applicable templates in the workbook must be completed in full and submitted by end of business (MDT) on Wednesday, August 28, 2019. Please use an entirely new workbook, and fill in all applicable templates, for each proposal and each option.
