The typical monthly non-residential bill consist of the following tariff schedule components:

  • Customer Charge: The customer charge recovers costs incurred in making service available at the customer’s premise and includes meter and meter reading costs, billing, record keeping and customer service costs. The Customer Charge is a fixed monthly charge and is applied regardless of the amount of electric energy consumed.

  • Energy Charge: The energy charge is to recover the costs associated with producing (i.e., electric power generation plants) and distributing (i.e., poles and power lines) electricity. The charge is based on the electric energy consumed and is applied on a cents per kilowatt-hour (kWh) basis.  The rate per kWh may vary by season (i.e., summer, and non-summer) depending on the customers’ applicable rate schedule. The summer season rate is greater than the non-summer rate as it is intended to influence conservation of electric energy consumption during the hottest months of the year, June through September.

  • Demand Charge: If applicable, the demand charge recovers a large portion of EPE's fixed investment and operating costs associated with generation, transmission and distribution facilities that are in place to meet customer demands for electricity at any time.  The charge is based on the electric energy consumed and is applied on a dollars per kilowatt (kW) basis.  The summer season rate is greater than the non-summer rate as it is intended to influence conservation of electric energy consumption during the hottest months of the year, June through September. 

  • Fuel and Purchased Power Cost Adjustment Clause (FPPCAC) Rate No. 18
    • This cost adjustment is to recover the cost of any fuels used to generate electric power (i.e., nuclear, natural gas, and solar) and electric power purchases from other utilities.
    • The charge is based on the electric energy consumed, is applied on a cents per kWh basis, and changes each month in response to the EPE’s actual costs of fuel and purchased power.

  • EUERF - Efficient Use of Energy Recovery Factor Rate No. 17
    • This charge is assessed to all customers based on 3.3844% of all other pre-tax charges." For information on energy efficiency programs, please click here.
  • Renewable Portfolio Standard (RPS) Cost Rider Rate No. 38
    • This charge is established to recover Renewable Portfolio Standard ("RPS") Compliance Costs. Renewable Portfolio Standard costs are incurred to comply with the state of New Mexico’s Renewable Energy Act which requires that 20% of the EPE’s energy to serve its New Mexico customer be from renewable energy sources.  The charge is based on the energy consumed and is applied on a cents per kWh basis.
  • Advanced Metering System Rider (AMS) Rate No. 46
    • The AMS Rider recovers the Company’s costs incurred to deploy an Advanced Metering System. Retail electric service customers connected to the Company’s system receiving metered service, except those taking service under transmission voltage rates
  • Transportation Electrification Plan Cost Rider (TEP) Rate No. 44
      • This Rider is applicable for electric service provided under all EPE retail non-lighting rate schedules and is established to recover Transportation Electrification Plan (TEP) program costs.
  • Federal Tax Credit Factor (FTCF) Rate No. 41
    • El Paso Electric Company (EPE) is to return to customers an amount that reflects the impact of the federal corporate tax rate reduction established in the Tax Cuts and Jobs Act of 2017 on EPE’s accumulated deferred income taxes.
    • This credit is calculated for each rate class as a percent (%) factor and then applied to the non-fuel base rate charges of the customer bill.
  • Franchise Fees
    • This charge recovers the fee assessed by a governmental entity for the right or privilege of rendering utility service within its corporate boundaries.  The fee is applicable to its corresponding franchise boundary (i.e., 2%, 3%) of pre-tax charges (i.e., all charges and credit described above).
  • Taxes
    • This charge recovers the tax assessed by a governmental entity for utility service rendered where the service address is located and is a pass-through cost.
