Whole-Service EV Rate Plan
With the Whole-Service EV Rate Plan, commercial customers in New Mexico receive bill credits for energy consumed during super off-peak hours.
This equates to:
- $0.00267 per kWh for small commercial customers on rate 03
- $0.00176 per kWh for general service customers on rate 04
- $0.01266 per kWh for city/county customers on rate 07
The bill credits are calculated for each customer individually and will be based on the business’s total kWh consumption from midnight to 8 a.m. Energy consumed during the hours outside this window will be charged at the standard commercial rate.
Have a plug-in electric vehicle or fleet that is registered with the New Mexico Motor Vehicle Department and tied to the same address that is on file with El Paso Electric.

Electric Vehicle Rate Plan
This plan offers lower electricity rates and no demand charges to El Paso Electric’s commercial customers in New Mexico who have a separate meter for EV charging.
- Have a separate meter for recording energy use related to EV charging.
- Have charging activity ranging from 120 volts to 480 volts.

Demand Adjustment Rider
El Paso Electric’s commercial customers in New Mexico can enroll in the Demand Adjustment Rider to receive discounted demand charges for DC fast public EV charging stations with low utilization rates.
- Have a public DC fast charging station in El Paso Electric’s New Mexico service territory.
- Be a rate 04 customer with energy consumption ranging between 50 and 799 kW OR a rate 09 customer with energy consumption of 800 kW or more.
- Have a load factor of less than 15%.
