David Hawkins is the Vice President of Operations Support. He is responsible for the operation of El Paso Electric’s electric grid; planning activities of the transmission system; the FERC interconnection process for generation and transmission projects to EPE’s system; environmental compliance with all regulatory agencies; business improvement solutions on an enterprise level; activities related to the acquisition/disposal of land and land rights for construction of generation, substation, transmission, and distribution facilities. The departments within the System Operations, Environmental, Enterprise Advanced Analytics, Safety, System Planning and Interconnections, Support Services and Land Management are responsible for supporting EPE’s Operations Divisions through grid reliability and transmission system planning, compliance with related NERC standards; monitoring EPE’s water and air emissions for regulatory compliance; and advanced analytics and business improvement for company processes; the workplace safety of EPE’s employees, and the maintenance of EPE’s fleet and facilities .

Dave has been with El Paso Electric since 2002 and has held various positions, including VP of Strategy and Sustainability; VP of Generation, System Planning and Dispatch; VP of System Operations, Resource Planning and Management; VP of Power Marketing & Fuels and Resource Delivery Planning; Director of Generation Operations; Director of Energy Trading and Manager of Power Marketing and Fuels.

Prior to joining El Paso Electric, Dave served as a Wholesale Power Marketing Analyst at Public Service Company of New Mexico. He holds a Master of Science in Electrical Engineering and a Bachelor of Science in Electrical Engineering from New Mexico State University.

Dave is a native of Albuquerque, New Mexico and serves on the Board of the New Mexico Chamber of Commerce.
