Whole-House EV Rate Plan
With the Whole-House EV Rate Plan, residential customers in New Mexico receive bill credits of approximately 4.7 cents per kWh of energy consumed during super off-peak hours. The bill credits are calculated for each customer individually and will be based on the total household kWh consumption from midnight to 8 a.m. Energy consumed during the hours outside this window will be charged at the standard residential rate.
To qualify, you must:
- Have a plug-in electric vehicle that is registered with the New Mexico Department of Motor Vehicles and tied to the same address that is on file with El Paso Electric.
- Annual proof of EV registration.

Electric Vehicle Rate Plan
This plan offers lower electricity rates to El Paso Electric customers who have a separate meter for EV charging.
To qualify, you must:
- Have a separate meter for recording energy use related to EV charging.
- Have charging activity ranging from 120 volts to 480 volts.
