New Mexico EV Residential Programs and Rates

Residential FAQ

Electric vehicles (EVs) are eco-friendly, quiet, have low maintenance costs, efficient motors, and can be charged at home or at public EV charging stations. EVs are powered by electricity stored in rechargeable batteries that operate one or more electric motors. El Paso Electric anticipates EV use will increase eightfold in its service area by 2030.

Currently, on-peak hours are 3 to 7 p.m. MDT, Monday through Friday during the summer months (June-September). Off-peak hours are all other hours.

Demand for electricity is typically lowest during off-peak hours. EV owners that charge during off-peak hours are contributing to the efficient operation of the electric grid.

The Whole-House EV Rate Rider offers a reduced energy charge of $4.74 cents per kWh for charging during super off-peak hours from midnight to 8 am. This rate plan does not require a separate meter. 

Experimental EV Charging Rate No. 42 requires customers to have a separate meter and provides a rate of less than one cent per kWh for charging during super off-peak hours from midnight to 8 am.

Some of the programs require enrollment while others do not. However, we encourage customers to stack their savings and enroll in an EV rate plan to achieve the greatest savings.

Income-qualified residential customers must complete a self-certification eligibility form. Page 2 of the form lists annual income requirements as defined in the Income Tax Act (equal or less than 200% of the federal poverty level).

Yes, customers can choose their own contractor. However, customers must ensure their contractor requests and passes city/county or CID inspection and uses qualifying charging equipment.

EV Smart Rewards FAQ

El Paso Electric is partnering with ev.energy to administer the EV Smart Rewards program. To participate, customers must create an account with ev.energy to share their EV data and allow El Paso Electric to schedule charging times. ev.energy does not see or store your account information. Once your account is set up, the data is exchanged for a secure token that allows us to access your account.

Please delete your own charging settings before joining the program.

Customers can charge their vehicles any time. If you need to charge your EV outside of your scheduled charge, tap the ‘Boost’ button within the ev.energy Dashboard tab. As a reminder, customers who boost more than 20% of the time in a single month are not eligible for the annual incentive.

El Paso Electric’s charging schedule does not impact public charging. The schedule will only apply to home charging. Any charges that occur outside of your home will still be recorded in the ev.energy app but will not be eligible for rewards.

A low carbon event is triggered when there is little to no carbon on the electric grid. When this happens, a push notification is sent to your mobile device encouraging you to charge during the specified time. Customers are able to earn incentives for each event that they participate in or they can choose to opt out.

A demand response event is triggered when there is high demand on the electric grid. When this happens, a push notification is sent to your mobile device encouraging you to avoid charging during that time.

Customers can continue to participate in the EV Smart Rewards program if they are relocating within El Paso Electric’s New Mexico service area and continue to meet the program requirements.
