El Paso Electric has a new EV rate plan that provides bill credits to customers who charge their vehicles from midnight to 8 a.m., without the need for a dedicated meter or special charging equipment. In addition, El Paso Electric offers cash rewards to Texas residential customers who let the utility schedule their home EV charging when it is most beneficial to the electric grid.
Overnight charging is efficient for the grid and typically the cheapest option for customers. Effectively managing charging schedules will ensure El Paso Electric can provide energy to the growing number of EVs in our region, maintain reliability, and keep costs low for customers.

Earn Bill Credits for Charging Overnight
El Paso Electric is offering residential customers a new EV rate plan called Whole-House EV rate rider. Participating customers receive bill credits of approximately 2.5 cents per kWh of energy consumed during super off-peak hours, averaging $8 per month. The bill credits are calculated for each customer individually and will be based on the total household kWh consumption from midnight to 8 a.m. Energy consumed during the hours outside this window will be charged at the standard residential rate.
To qualify, you must:
- Have a vehicle that is registered with the Texas Department of Motor Vehicles and tied to the same address that is on file with El Paso Electric.
- Annual proof of EV registration.

EV Smart Rewards Program
Get Paid for El Paso Electric-Scheduled Charging Sessions
Residential customers can earn cash by participating in El Paso Electric’s EV Smart Rewards Program, which pays customers for allowing the utility to schedule their charging during hours that are most beneficial for the grid and cheapest for customers. El Paso Electric helps participants optimize their charging schedules and handles the logistics remotely through an app.
Customers do not need to participate in the EV Smart Rewards program to enroll in the Whole-House EV rate plan, but El Paso Electric recommends enrolling in both to achieve greater savings.

Texas EV Ready Residential Programs and Rates
Whole-House EV Rate Plan
Texas residential customers who charge their vehicles during super off-peak hours between midnight and 8 a.m. can sign up for this rate plan to receive monthly bill credits. Energy consumed during the hours outside this window will be charged at the standard residential rate.

EV Smart Rewards Program
The EV Smart Rewards program provides cash rewards to customers who let El Paso Electric schedule their home EV charging during times that are most beneficial for the electric grid. We help participants optimize their charging schedules and handle the logistics remotely through the ev.energy app. Customers can manually opt out of a scheduled EV charging session at any time. The program is open to the first 880 eligible customers who enroll.
Participating customers receive:
- One-time $125 enrollment incentive.
- $50 annually for participating in the program for 12 consecutive months and successfully charging during the company-scheduled charging sessions, with an opt-out rate of less than 20%.
- Up to $5 extra per month for participating in low-carbon or demand response events ($1 per event).
The rewards are issued via Paypal or Venmo, depending on the customer’s preference.
Currently, on-peak hours are noon to 6 p.m. MDT, Monday through Friday in Summer months June thru September. Off-peak hours are all other hours.
Demand for electricity is typically lowest during off-peak hours. EV owners that charge during off-peak hours are contributing to the efficient operation of the electric grid, which may result in lower electricity bills for everyone in the long-term. This is increasingly important as EVs become more popular in our service area.

Each household may enroll up to two EVs in the EV Smart Rewards Program. Each vehicle will qualify for the rewards.
El Paso Electric is partnering with ev.energy to administer the EV Smart Rewards program. To participate, customers must create an account with ev.energy to share their EV data and allow El Paso Electric to schedule charging times. ev.energy does not see or store your account information. Once your account is set up, the data is exchanged for a secure token that allows us to access your account.

Customers can charge their vehicles any time. If you need to charge your EV outside of your scheduled charge, tap the ‘Boost’ button within the ev.energy Dashboard tab. As a reminder, customers who boost more than 20% of the time in a single month are not eligible for the annual incentive.
El Paso Electric’s charging schedule does not impact public charging. The schedule will only apply to home charging. Any charges that occur outside of your home will still be recorded in the ev.energy app but will not be eligible for rewards.
A low carbon event is triggered when there is little to no carbon on the electric grid. When this happens, a push notification is sent to your mobile device encouraging you to charge during the specified time. Customers are able to earn incentives for each event that they participate in or they can choose to opt out.
A demand response event is triggered when there is high demand on the electric grid. When this happens, a push notification is sent to your mobile device encouraging you to avoid charging during that time.
Customers can continue to participate in the EV Smart Rewards program if they are relocating within El Paso Electric’s Texas service area and continue to meet the program requirements.
It is a two-year program. Customers are enrolled for a 12-month period and will be automatically re-enrolled for another 12 months unless the customer terminates their participation. Customers must provide one month’s notice prior to termination.
