On-the-Hood Electric Vehicle Rebate Program
Available for Income-Qualified Customers
The On-the-Hood Electric Vehicle Rebate Program is reserved for income-qualified residential customers. El Paso Electric will provide participants with a $4,000 rebate on the purchase of a qualifying EV with a MSRP below $55,000.
- Has a residential customer account with El Paso Electric in New Mexico.
- Must submit a self-certification of income eligibility form.
- Purchase a new or pre-owned EV below $55,000.
- Must provide proof of purchase, which must be made after April 1, 2024.
- Must participate in the El Paso Electric EV Smart Rewards Program.

Electric Bicycle Rebate Program
El Paso Electric is providing rebates to residential customers who purchase qualifying electric bikes and tricycles. The goal is to offset 50% of the purchase costs up to $900 for standard residential customers and up to 70% of the purchase costs up to $1,300 for low-income residential customers.
- Must purchase a class 1, 2 or 3 electric bike.
- Must purchase an electric bicycle or tricycle that has an electric motor powered by a battery and can be charged with an external charger. Must also include pedals that can propel it with human power.
- Must provide proof of purchase, which must occur after April 1, 2024.
- Share a commitment to use the bicycle or tricycle for transportation needs to offset vehicle miles.
- Income-qualified customers must submit a self-certification of income eligibility form.
